What is Capacity Building Assistance (CBA)?

Capacity building assistance (CBA) is an initiative of the Centers for Disease Control and Prevention (CDC) to improve the delivery of HIV prevention services for high-risk and/or racial/ethnic minority populations. CDC-funded CBA agencies provide free services to improve the expertise and functioning of HIV prevention organizations.

Nationally, CBA services fall under one or more of the following: community-based organizations, communities, health departments, organizational infrastructure and program sustainability, evidence-based interventions and public health strategies, and monitoring and evaluation.

The Center for Strengthening Youth Prevention Paradigms

The Center for Strengthening Youth Prevention Paradigms (SYPP Center) provides CBA services to help mobilize communities. It is housed in the Division of Adolescent Medicine at Children's Hospital Los Angeles. The SYPP Center provides CBA services for the implementation of the Connections for Youth(CFY) model by new or existing community coalitions focused on HIV prevention for African American and Latino young gay men and African American and Latino transgender youth.

The SYPP Center builds upon the expertise of the Division of Adolescent Medicine, which provides HIV prevention, including both Health Education/Risk Reduction services and HIV counseling and testing, and wrap-around HIV care services for youth ages 12 through 24. Particular emphasis is on young gay men and transgender youth of color, including programs such as Connect to Protect® Los Angeles; Tranny Rockstars; Project AIM; and Belong, Believe, Become (B3).

Services Provided

The SYPP staff tailors services to meet the unique needs of each coalition or agency requesting support. Trainers utilize a learning collaborative approach, in order to promote the sharing of experiences among different agencies.

  • Community mobilization toolkits
  • Community mapping
  • Newsletters and resource lists

Connections for Youth

Connections for Youth (CFY) is the community mobilization model at the core of the SYPP Center’s CBA services. It is a three-phased model with two goals –creating sustainable structural changes and building a healthy community coalition. CFY provides a flexible framework for each community coalition to implement an action plan that is responsive to the local HIV epidemic and existing prevention efforts. CFY is an adaptation of Connect to Protect®: Partnerships for Youth Prevention Interventions, an intervention of the Adolescent Medicine Trials Network for HIV/AIDS Interventions.

Who Should Access the SYPP Center's Services?

Community-based organizations (CBOs) or community coalitions working in conjunction with CBOs

  • Providing or interested in providing services for:
    • African American and Latino young gay men and/or
    • African American and Latino transgender youth
  • Located in the Western Region of the United States and Pacific Basin: Alaska, Arizona, California, Hawaii, Idaho, Nevada, Oregon, Washington, American Samoa, Federated States of Micronesia, Guam, Mariana Islands, The Republic of the Marshall Islands.

Your agency or coalition may request CBA services from the SYPP Center by visiting CDC's CRIS System. Priority is given to agencies directly or indirectly funded by CDC.
